Global Logistics & Trade Compliance Director

The candidate will primarily serve as a resident expert responsible for developing, implementing, and maintaining import/export compliance policies, procedures, and related systems with the objective to improve Ouster’s import/export operations efficiency and compliance. The Global Logistics & Trade Compliance Director will play a critical role in mitigating risks and costs associated with Ouster's global import/export operations. The candidate will work with related Ouster business functions and stakeholders, across multiple jurisdictions, to drive and deliver exceptional service and compliance, ensuring uninterrupted Customs and Supply Chain operations
Responsibilities:
- Partner closely with Supply Chain team members to troubleshoot, unblock, and improve logistics operations.
- Work cross-functionally with other teams in supply chain, finance, and operations to explain and enhance logistics operations, systems, and data.
- Manage effectively and independently day-to-day Ouster’s Import / Export Compliance Operations.
- Evaluate import/export compliance requirements such as HTS, PGAs, and ADD/CVDs on products and components. Such products primarily include automotive components, electronics, machinery, finished goods, and various materials.
- Maintain Ouster’s Customs recordkeeping program as required by CBP.
- Manage Ouster’s Customs Broker as needed.
- Administer Import Licenses, Article 23 for Netherlands and others as needed and defined.
- Provide Customs valuation expertise and support for other related programs such as Customs Reconciliation
- Where necessary, work with internal Ouster stakeholders, including engineering, etc. to obtain the information required to ensure accurate classifications are assigned to Ouster's products, while maintaining organized records of such supporting information.
- Develop classification decision rationale for various product types to improve efficiency in classification while maintaining accuracy.
- Assess the consistency of existing classifications across the different Ouster commodities.
- Identify and record applicable PGA requirements based upon product classifications.
- Train other team members and new hires on import compliance matters.
- Develop, implement, and maintain corporate policies and procedures, including Ouster's Customs Compliance Manual.
- Audit and review Customs duty payments and manage customs drawback/reclamation process as needed
- Oversee Global Logistics Operations; directly managing the 3PL that services North American, EMEA and APAC markets
- Source, negotiate and engage with Domestic and International shipping carriers, both prospective and existing.
- Design, implement, manage detailed onboarding plans for new and existing fulfillment partners / 3PL
- Develop and implement new processes for transportation efficiencies
- Educate and train others to ensure an operational understanding of the laws, regulations, policies, and procedures that govern their area of responsibility relative to domestic and international logistics.
- Works with Sales, Finance, Supply Chain when developing the global distribution roadmap and planning transition of freight opportunities for current and new business.
- Help build metrics and KPI’s to drive carrier cost savings and service improvements
- Develop, write, and publish processes and procedures in the logistics and freight management area to ensure consistent practices relevant to today’s business and industry throughout the supply chain and organization; ensure materials and documents are up-to-date and easy to access.
- Ensure supply chain and logistics teams are equipped with the tools and information to perform their jobs consistent with departmental standards of operation.
- Responsible for all fulfillment operations and hitting revenue targets
- Responsible for customer OTD and hitting KIP targets
Requirements
- 10+ years of Global Logistics & Import Compliance experience, preferably in the automotive and/or electronics space.
- BA/BS degree or relevant experience and/or evidence of exceptional ability.
- Strong experience in import classification, in-depth understanding and command of U.S. Harmonized Tariff Schedule, and preferred experience classifying products across multiple jurisdictions.
- Strong understanding of Global Customs regulations.
- Ability to drive complex, cross-functional projects including setting scope, reaching consensus, execution, and presenting results.
- Detail-oriented and highly organized.
- Patient and thoughtful; able to perform under pressure and simultaneously manage multiple priorities.
- Experience applying classification, country of origin, and trade preference knowledge/decisions to support import/export operations.
- Ability to write, speak, and present effectively and persuasively.
- Self-driven initiative to gain and share a broader knowledge of supply chain.
- Experience with Excel and MS Office Applications
- Familiarity with maintaining trade master data in NetSuite (ERP)systems and related databases.
- Experience interacting with global Customs and other government agencies.
- Must possess extensive knowledge of supply chain Logistics operations and a proven record of process improvement inclusive of modeling techniques in a growth organization.
- Understand transportation methods, freight options and network opportunities.
- Experience managing and working with global 3PL
The base pay will be dependent on your skills, work experience, location, and qualifications. This role may also be eligible for equity & benefits. ($150,000-$175,000)
